The Council uses a team approach to assist members in solving employer/employee problems. Each professional staff member handles employer inquiries on a broad range of issues. Additionally, by virtue of training and experience, the staff has specialized expertise in order to better assist Council members.

MONICA WHALEN, Attorney, President & CEO: BA English Education, Montana State University/ JD, University of Washington School of Law. Over fifteen years' experience in employment law litigation and claim prevention services. Attorney with Parsons Behle & Latimer and Janove Baar Associates before joining the Council in 1994. Specialized areas include employment law compliance, management consultation, internal investigations, claim resolution, workforce training, and policy development. Leads future growth; develops and conducts seminars, legal briefings, roundtables, and supervisory training.

JONI B. CHELEMES, SPHR, Employee Relations Services: BA English, University of Utah/MA English Education, New York University. Over ten years' experience as a Human Resources Director/Manager in both retail and manufacturing environments. Specialized areas include human resources consultation and special projects. She joined the Council in 2007.

HOLLY ENGAR, PHR, Surveys and Employee Relations Services: BS Communication, University of Utah. Three years of human resources experience with The SCO Group and The LoveSac Corporation. Earned Certificate in Conflict Resolution, University of Utah in 2004. She joined the Council in 2006. Areas of specialty include human resources consultation and special projects, and facilitates a monthly roundtable.

KATIE HUDMAN, Attorney, Training Director and Legal & Management Services: BS, Political Science, Weber State University/ JD, University of Utah College of Law. Practiced law for four years at Kirton & McConkie in the areas of employment, risk management, and corporate law. Clerked for Chief Justice Christine M. Durham, Utah Supreme Court. She joined the Council in 2004. Specialized areas include employment law compliance, management consultation, workforce training, and facilitates a monthly roundtable.

CRAIG MENDENHALL, Attorney, Legal & Management Services: BA Accounting, University of Utah/JD, BYU Law School. Staff member from 1981-1994 and 1999 - present. Other work experience includes HR Director for Sorenson Companies, HR Consultant (Information Services) for the University of Utah Hospitals & Clinics, and Legal Counsel for Evans & Sutherland Computer Corporation. Specialized areas include regulatory interpretations and assisting members with potential claims resulting from employment-related matters. Assists in seminars, training, and edits newsletter.

SUMMER MORGENSTERN, Attorney, Legal & Labor Relations Services: BA Political Science, Weber State University/JD, University of Utah College of Law. Practiced law for four years as a Captain with the U.S. Air Force in the areas of employment law and labor relations. She joined the Council in 2007. Specialized areas include collective bargaining, union grievances, and EEO compliance.

ELSIE PIAZZA, PHR, Membership Director and Employee Relations Services: BA Management, Suffolk Community College. Five years of human resources experience in a manufacturing environment, and background as a former small business owner. She is bi-lingual Spanish and joined the Council in 2006. Specialized areas include member service and satisfaction, marketing, and human resources consultation.

SUSAN ROBERTSON, MBA, Employee Relations Services: BS Business Management with HR Emphasis, University of Utah/MBA, University of Utah. Over twenty years of human resources experience from a wide variety of industries, including SYSCO Intermountain Food Distribution, Intermountain Health Care, and Questar. Held a number of leadership positions in the Society of Human Resource Management (SHRM). She joined the Council in 2008. Specialized areas include training and human resources consultation.

TERRI WHITEHOUSE, Administrative Assistant: Areas of responsibility include member communications, staff support, accounting, marketing, accounts payable/receivable, desktop publishing/clerical, survey support, event registration, and social coordinator. She joined the Council in 1991.
